Today is traditionally the day many taxes and prices go up or down. Electricity prices go down half a per cent but you will not see a great deal of difference as we pay off under-charged bills from 2014/15. Gas goes up 2%.
Holidaymakers take note that Airbnb will be collecting the daily holiday tax in Cannes, Antibes and Nice - other towns follow next year,
Terrible traffic jams yesterday - at their peak, there were 233km of jams in the south and 218km in the southeast.

As July comes to an end here's a little "all our yesterdays"... In July 1946 in Paris, Louis Réard launched the bikini on the world. The model was a dancer called Micheline Bernardini. The arrival of the bikini had the effect of an atomic bomb in the fashion world - just five days after the first nuclear test on Bikini Atoll. it was deemed a “weapon of mass seduction” on the beaches of the world.

Nice Airport has been sold to Italian consortium Azzura, landing the French government a cool 1.222 billion euros for its 60% stake in the airport. Azzura includes Benetton-owned Atlantia which builds and manages motorways and runs Rome airport. Rather strangely EDF has also invested in this group - strange because EDF is owned by the French government! The remaining 40% is still owned by PACA, Alpes Maritimes department, Nice Metropole and the local Chamber of Commerce.

Stay off the A8 motorway all this weekend, especially Saturday, if at all possible. You can expect heavy traffic and jams in both directions as the swap-over of holidaymakers from July to August takes place.
Looking for the cheapest diesel fuel for your car? Check this out: Leclerc, Ranguin Cannes is 1,020 euros per litre; Leclerc Rocheville Le Cannet is 1.065; as is Carrefour Market, Mougins (1.065). All weekend I understand.

There are several great hat shops in Cannes so do think of buying a French beret as a souvenir. Today there is only one beret maker in France - Laulhere
The beret started life as headwear for Bearnaise shepherds who needed a water, wind and sun proof hat. Today, more than half of Laulhère’s berets are for the military market, with the UN and Nato among its biggest clients. Each costs between €20 and €95. Made of 800 metres of merino wool trimmed with French leather they are finished by hand, so every beret is unique

Ever given a thought about the drinking water in Cannes? It is considered to be one of the best in France. It comes by canal from the Siagne and Loup rivers. The Cannes basin uses 124,000 cubic meters a day (just 54% of the production capacity of the local water company) and last August it peaked one day at 167,000.
Lake Cassien just across the border in the Var is a reservoir with 10million cubic meters available in emergencies. Do visit if you have a car - there are water sports and fishing to enjoy.

Horrid day to start the beginning of the official holiday season.
Discord too over the Var home (left) of Brad Pitt and Angelina Jolie - Miraval - which they have owned since 2008. She wants to sell and he most certainly doesn't according to US Weekly. They are currently living in London. They usually spend at least part of the summer hols at Miraval... and of course they were married there in 2014.

It is 50 years since the last time we had a strawberry moon fall on the solstice. This rare event will not happen again for another 46 years. So as the longest day comes to a close tonight, look up. The sun will be super high and the moon super low and very bright.
After tonight the days begin to shorten.
A strawberry moon is an annual event when the moon often appears amber or honey coloured - the original "honey moon". North American indians called it the strawberry moon as it signalled the start of the fruit picking season. And just in case you wondered: solstice is from a Latin word meaning 'sun stands still'.

No flights today - since 6pm last night, yet again French air traffic controllers are on strike. This is the 42nd time in the last seven years. Surely enough is enough. When will the French government sort this out? It has absolutely nothing to do with safety issues and more to do with job security. Check with the railways too - strike!

The Council of Europe has expressed concern due to France's failure to consult locally regarding the redrawing of regional boundaries. It further recommends that France considers handing back responsibility for deciding local tax rates to the local level. It would like to see the sources of local authorities’ financial resources. Lastly, the report seeks clarification on the division of responsibilities between the different tiers of local government to avoid all overlaps and continue to increase the proportion of own resources in local authorities’ budgets.

The official poster for this year's Cannes Film Festival has been designed using a still from Jean Luc Goddard's film Contempt. The poster has been designed by Herve Chigioni and his graphic designer Gilles Frappier.
It's all there. The steps, the sea, the horizon: a man's ascent towards his dream, in a warm Mediterranean light that turns to gold. As an image it is reminiscent of a timeless quote used at the beginning of Contempt: "Cinema replaces our gaze with a world in harmony with our desires”.

This year is a Leap Year and today is leap day. In many countries it is the day when women can ask a man to marry her. In Finland if the man refuses he has to buy the lady enough material to make a skirt. In Scotland it was a pair of leather gloves, a rose and a kiss. In Greece it's considered unlucky to marry in a leap year In others it's the day for women to wear "breeches" or pants. In France, since 1980, a satirical newspaper entitled La Bougie du Sapeur is published only on leap day.

We English do have a crepe cake but between each pancake is wonderful, flavoured, whipped cream normally.

Twenty five years after it was agreed to "clean up" the French language it is actually happening. The circumflex - that funny little hat above some vowels - is to disappear from i and u when the meaning or pronunciation is not changed. The hyphen is also losing out with words such as week-end becoming like the English. But other English words such as leader will become leadeur. Confusing n'est ce pas? Then there are about 2,400 words which will be simplified such as oignon becoming ognon... oh no!

Property owners should take no notice if a letter arrives from the water company saying special insurance against water leaks is needed. It is NOT true. Most people are already covered by their household insurance but do check the details. In fact this covers searching inside the home, and even digging up the garden, to trace a leak. Water companies by law have to inform you of a potential leak. If they fail to do so they cannot charge you for the excess water usage and, indeed, they cannot charge you more than double the normal rate even if you have been warned.
An outrageous scam!

Ever wondered about the origins of the French flag - the tricolour?
It was introduced as the flag of the first Republic in 1794. The three stripes combine the red and blue of the coat of arms of Paris and white from the flag of the kings of France.
A tricolour flag was later taken up by many republics including Italy and India.
The first Tricolour associated with a republic was not however the French flag. That honour belongs to the orange, white and blue of the Prince's Flag, used by William of Orange for the Dutch Republic from 1579.

Snow will fall at the end of the day above 200 meters.
A driverless, electric bus is being trialed in Biot today. Although it stops if anything gets in its way, it has no horn and of course being electric it's silent. Should make a few pedestrians and cyclists jump.

The work, which started yesterday, will take three days and swimming is not allowed along this section until the weekend. Following this a programme of necessary works will be agreed.

SNCF, the French railway company, has been under huge pressure for its poor service in the Alpes Maritimes (AM). Today it hits back announcing that the AM has the most fraudsters in the PACA region, which overall loses more than 10m euros to fraud annually. Worst offenders are on the section between Menton and Mandelieu. The PACA regional government invests 280m euros annually into SNCF for the TER trains.

For those wishing to see films in English you need to go to Les Arcades on the rue d'Antibes. Star Wars (!) is on now.

You can now drop off handicapped people in front of the railway station at bus bays: Quai D and F. Everyone else has to use the Depose Minute

I understand from a regular visitor that the cost of the Airport Express coach rose by 10% on 1 January. Ouch!
A new law that came into effect at the beginning of the year means a restaurant or cafe (however posh) cannot refuse to give you a doggy bag.
The French never ask say the restaurant owners - it's usually foreigners.

The EU ruled that France must not levy social charges on people not in its system. A charge of 15.5% levied on homes and investments is now deemed illegal. So the canny French government has changed the rules - the charges remain and will go into a pot from which non French nationals may benefit eg disabled payments. So it's back to the EU for a ruling on this dubious move.

The results of the regional elections yesterday see Christian Estrossi - the Mayor of Nice, its member of Parliament, and the president of the Nice Metropolitan area - become the leader of the PACA region with its HQ in Marseille. I just wonder where he finds the time for all these roles...

The railway station in Cannes was badly damaged by the floodwaters - particularly the lifts and escalators to access the platforms. The station will not be fully functioning until April next year. If you need assistance getting to the platforms, go to the help desk in the station near the booking hall at least 30 minutes before your train leaves and they will either arrange a porter or a wheelchair.
The lift from the voie rapide to the station is working. If ever it isn't, use the lifts in the nearby car park.

Sadly we still have no service from SFR - two months after the storm! They blame Orange and Orange says the problem is with SFR. So we have no landline, no television and no internet. Apologies to all for missed news days.
There will be no swimming allowed off the beaches in central Cannes until mid January - again a left over from the storm with broken sewage and water pipes.
It's just a precaution apparently.

Christmas cards and parcels for the UK need to be posted by 14 December - at the latest - to be sure they will arrive in time for Christmas. I know it's still only November but you need to start seriously thinking about where you will be spending New Year's Eve in Cannes. It's a huge event here and reservations are a must.

The first snow has fallen in Auron and Isola 2000 - not enough, thank god, to get the skis out.
